Public Accounts Committee — Department of Education, that is the one that we have to purchase for school kids. MS THISTLE: Can you cite a particular type of emergencies where you would have to purchase goods within a twenty-four hour notice? MS WAKEHAM: One would be firefighting, if we did not have sufficient foam we would pay to deal with a particular problem, and another would be difficulty with a flood, if a pipe burst and we had to get a culvert in and deal with the issue in a very short period of time. Mostly they are things that happen of a natural disaster type where you have to have an immediate response. If the goods and stuff are not there then you have to purchase them immediately to deal with it. We would have lights going out on a runway that have to be replaced immediately, and those kinds of things. MS THISTLE: I would also like to ask you this. When you look at figure 3 on page 4, there were several examples of tender exceptions that were not reported to the Minister of Works, Services and Transportation within five days of awarding the contract. MS WAKEHAM: Yes. MS THISTLE: In fact, there was one incident when an item was not reported for two years. What kind of circumstances would cause this, and what can you do to avoid this in the future? MS WAKEHAM: I think you are referring to the $7.2 million that was for the purchase of the water bombers - MS THISTLE: That is correct. MS WAKEHAM: - which was before my time. I understand the reason that the report was not done was basically because they did not realize they had to do a report, and that was an oversight on the part of the department at that time. When they were notified that that was an exception they had to file for, then the filing was done. MS THISTLE: Are there any safeguards in place now that would prevent that type of incident from happening again? MS WAKEHAM: What we do on a regular basis is we provide seminars to the MASH group which is the municipalities, the school boards and the hosp1998-11-16—

Government Services Committee — Department of Service NL is the regulator for various professions and services throughout all of Newfoundland and Labrador. We all know that in every region of our province, individuals buy and sell homes every day. We know it can be the largest transaction a person will make in their lifetime. Our goal as a department is to provide advice for the best possible legislative framework in which this transaction takes place, to meet the needs of the people of the province. We also want to ensure that real estate professionals have the appropriate mechanisms to help them provide a service in which consumers could have the utmost confidence. Just a little bit of background, in terms of the process, to get to where we are. The current act was proclaimed in 1965, as the Chair mentioned. Since that time, no substantial changes were made. In 2012, government engaged with industry in reviewing the act, which reinforced the view current legislation is outdated. In 2017, Service NL launched public consultations and gathered feedback from a number of sources. Staff met with key stakeholder groups to discuss issues of importance and potential changes. Feedback was also gathered by email and online at government's EngageNL portal. Ninety submissions were received during that process. I want to acknowledge the contributions of the Newfoundland and Labrador Association of Realtors during this process. NLAR conducted its own meetings throughout the province and the feedback from these sessions was part of their submission to government. I'd like to thank Bill Stirling specifically and the entire NLAR for their tremendous support and focus on helping bring about improvements in their industry. Through our review of this act, as well as the feedback through the consultation processes, several areas were identified that merit significant amendments, as well as a need to clarify language to ensure it is modern and clear. Social Services Committee — Department of Health and Community Services, and more specifically to review and answer your inquiries regarding the Estimates. Our budget in this department is just shy of $3 billion. It represents approximately 40 per cent of the overall provincial Budget. It is a significant portion of the Budget. We focused on making investments that balanced our commitments to health and safety issues while keeping the health care system sustainable for the people of Newfoundland and Labrador. I believe that our investments this year reached that balance, which was the goal through the budgetary process and operational process. Our responsibility in the Department of Health and Community Services focuses on prevention and treatment in many ways. We all know too well the serious illnesses, such as cancer, and other illnesses, and required services such as dialysis services; we know the importance of infrastructure in order to deliver these services throughout Newfoundland and Labrador. We also recognize the importance of long-term care and community support. Then there are other programs that are close to home, if I may use those terms, Mr. Chair, for the people of Newfoundland and Labrador, especially those who have to travel frequently to obtain necessary health services. Programs such as the Medical Transportation Assistance Program we know is important to people and we have made some changes on that this year. Mental health and addictions is a topic that is being talked about nationally this week. I know Mr. Parsons joined me in an announcement on Monday morning on a program and project to reduce the stigma that sometimes quite often people with mental illness or addictions have to face. We are making great strides in that area as well. We are making investments in two new treatment centres for youth; one in Paradise for youth with complex mental health needs, one in Grand Falls-Windsor for youth with addictions, and also an adult addiction centre2014-05-07—
