Caplan Projet de loi de député 1 re lecture 3 mai 2001 2 e lecture 3 e lecture Sanction royale Imprimé par l’Assemblée législative de l’Ontario EXPLANATORY NOTE NOTE EXPLICATIVE Section 111 of the Municipal Act prohibits a municipality from granting any financial assistance to any enterprise. The Bill creates an exception to this rule, enabling municipalities to provide financial assistance to an affordable housing project in the municipality. The Bill allows municipalities to define what types of affordable housing projects will qualify for assistance. A local board can also be established by the municipality to administer a program to provide financial assistance for affordable housing projects. L’article 111 de la Loi sur les municipalités interdit à une municipalité d’accorder une aide financière quelc onque à une entreprise. Le projet de loi crée une exception à cette règle en permettant aux municipalités d’accorder une aide financière à un projet de logements à prix abordable dans la municipalité. Il permet aux municipalités de définir les types de projets de logements à prix abordable qui sont admissibles à une aide. La municipalité peut également créer un conseil local pour administrer un programme d’aide financière pour ces projets. If a person causes or contributes to causing an accident which causes death or serious bodily harm, and at the time the person was contravening the Highway Traffic Act or its regu lations, then the person is guilty of an offence. The court may sentence the person to a fine of up to $5,000, or to imprisonment for up to twelve months, or both. The court may also suspend the person’s licence or permit. La personne qui, pendant la commission d’une contravention au Code de la route ou à ses règlements d’application, cause ou contribue à causer un accident entraînant un décès ou des blessures corporelles graves est coupable d’une infraction. The use of stud- ded tires is generally prohibited, with two exceptions. A motor vehicle with studded tires that conform to prescribed standards and specifications may be operated on a highway in the part o f Ontario prescribed by the regula tions as Northern Ontario. I t may also be operated on a highway anywhere in Ontario, if the address of the owner of the vehicle is in Northern Ontario. Le projet de loi modifie le Code de la route. L’utilisation de pneus cloutés est généralement interdite, avec deux exceptions. Un véhicule automobile muni de pneus cloutés qui sont confor- mes aux normes et aux caractéristique s prescrites peut être utili- sé sur une voie publique dans la partie de l’Ontario prescrite pa r les règlements comme étant le Nord de l’Ontario. Il peut aussi être utilisé sur une voie publique n’importe où en Ontario si l’adresse du propriétaire du véhicule est dans le Nord de l’Ontario.
