We have had some change in the individuals who are here, I believe, so I think it might be useful if people introduced themselves again, because this is being televised internally right now and also it is being recorded for Hansard purposes. AYLWARD: Were they both contacted on this? Yes? Was there any insurance on the houses? WITNESS: (Inaudible). MR. K. AYLWARD: No insurance? Okay. I certainly wouldn't mind checking out whichever. If there are two of them, I wouldn't mind being notified of where they are. I certainly will check with the other departments to see whether or not maybe there are some resources they might have. MR. J. BYRNE: Thank you. I will move on. I don't know what part your department plays in this but your department, with the Department of Forest Resources and Agrifoods, with respect to the spray program this year for the hemlock looper and sawfly, if there is going to be one this year, what chemicals will be used? When will it occur, and what will be the projected cost of the program? Also, how successful was the program last year? MR. K. AYLWARD: Mr. Chairman, there will be a spray program this year. I will ask the officials to maybe give some more detail, but there will be a spray program. There is a major problem on the Northern Peninsula, in Central and parts of the West Coast with both of those, the sawfly and the hemlock looper, this year. I believe that the Department of Forestry has put an application in for a spray program through environmental assessment and that includes, is it Mimic, I think is one, is it Ken? MR. DOMINIE: Yes, Mimic and Bt. Bt is a bacteriological agent; Mimic is a chemical agent. So, these two projects have been registered under the environment assessment process. They are undergoing assessment at the moment. I do not have the dates when the decision is (inaudible), but they will come because they were registered, I do believe, about a month ago. MR. J. BYRNE: So, the funding for these programs will come out of Forestry and Agriculture, I suppose, will it? MR. K. AYLWARD: Yes, it will come out2023-02-04—

Social Services Committee — Department of Fisheries, as well, through that division. We have our Provincial Affairs, which is really the Registrar General, which I am as the Minister of Municipal Affairs. I execute that function. Then we have Financial Services in which we provide financial services to five departments, along with a couple of agencies and whatnot from that division. It just does not service Municipal Affairs; it actually services a broad range of departments right across the Province. Also, I am responsible for Fire and Emergency Services. Under Fire and Emergency Services, we provide education, training, certification, regulation, enforcement, and all that kind of good stuff to close to 300 270-odd, I think, or 280 fire departments and fire halls right across the Province. We support them as well under Fire and Emergency Services with some capital money for vehicles and equipment. We support them in the best way we possibly can, mainly in the education and training area, which is really important to me, as a minister. Under Municipal Affairs, we have 147 staff. We have 100 permanent, thirty-nine temporary, and we have eight in contract positions. Seventeen of them, I might mention, are with the Financial Services Division, which I again reiterate and press on you that it serves actually five departments, along with the agencies and boards that it oversees, gives advice to. Under that division, there are sixteen permanent and three temporary. Fire and Emergency Services has approximately twenty-five or twenty-seven employees who provide all the training and whatnot that I just mentioned under Fire and Emergency Services. I would like to just mention a couple of things in regard to Budget 2013, and then we will get into the process in regard to my budget. This year, we were very fortunate to bring forward for the 2014 starting in 2014, as we all know here in the House of Assembly, that municipalities govern themselves on the calendar year, not a fisc2013-04-15—

This is a meeting or hearing of the Public Accounts Committee of the Province of Newfoundland and Labrador. For the benefit of our newcomers who have not been here before, or people who may have tuned in, the process that we follow is, first of all, all of the individuals here introduce themselves, say who they are and why they are here, and the witnesses are sworn. After that, we do a question and answer, and the question and answer is done in nominally ten-minute segments. It starts with a member of the Opposition, and it alternates back and forth between a member of the Opposition and a government member. When I say nominally ten minutes, that is the time we have decided on; however, if somebody is involved in some particular subject matter then we try to let them finish that, instead of having it more disjointed. Social Services Committee — Department of Finance, it was also determined there were some historical dropped funds there and those were removed as part of this budget. MR. P. DAVIS: You mentioned rent is a good part of it. What rent is that? What rent is changing that would have an impact on that? I probably know. Atlantic Place is a big component of it. MS. JACOBS: Yes, Atlantic Place is a big component of it. We also pay rent in Happy Valley-Goose Bay for the Crown attorney's office and in St. George's, Stephenville, Gander and Marystown. MR. P. DAVIS: Is there something changing on the contract with Atlantic Place, because it's $300,000 difference, which is a fair bit. Is there something maybe the most major one, I would think, the most major rental would be Atlantic Place. Was there something changed in the contract there? MS. JACOBS: The contract, I believe, expires this fall coming and where Transportation and Works is currently in negotiation with Atlantic Place. — 27 April 20162016-04-27—
