The public can onl y be excluded from meetings of the body if certain specified types of matters are going to be discussed by the body. Minutes of meetings open to the public have to be made available to th e public in a timely fashion, an d must contain sufficient detail. The body is also required to set rules respecting public notice o f its meetings and the meetings of its committees, the availability of minutes to the public and the availability of the body’s rules. The body is required to appoint a person responsible for compli- ance with the rules. Section 8 imposes a penalty for failure to comply with the requirements for notice, minutes and rules. Auto-dialer crime alert pro- grams permit the transmission of voice and e-mail messages related to criminal activity and public safety to members of the public who wish to receive them. The Minister of Public Safety and Security shall seek advice from a stakeholder committee set up for the purpose of preparing a report on these programs. The stakeholder committee shall seek co-operation and input from local municipalities, police servi ce boards, private sector part- ners and community crime prevention groups. The report and its recommendations are to be made available to the Minister no later than six months after the coming into force of the Bill. Based on the report, the Minister shall publish guidelines relat- ing to such programs and make them available to communities across the province so that they may take them into account when considering the establishment of such programs. Every public bill must be referred to the Committee for a review or include a provision stating that it applies despite the require- ment for a review. The review deals with whether the bill im- poses a regulatory burden on persons or bodies, other than the public sector, whether the bill in fringes on the freedom of those persons or bodies to own and use property, whether the regula- tory burden constitutes an unjustified burden and red tape an d whether the person or body that administers the bill is best suited to do so. The Committee may amend the bill before re- porting it back to the Assembly.
