Government Services Committee — Department of Service NL is the regulator for various professions and services throughout all of Newfoundland and Labrador. We all know that in every region of our province, individuals buy and sell homes every day. We know it can be the largest transaction a person will make in their lifetime. Our goal as a department is to provide advice for the best possible legislative framework in which this transaction takes place, to meet the needs of the people of the province. We also want to ensure that real estate professionals have the appropriate mechanisms to help them provide a service in which consumers could have the utmost confidence. Just a little bit of background, in terms of the process, to get to where we are. The current act was proclaimed in 1965, as the Chair mentioned. Since that time, no substantial changes were made. In 2012, government engaged with industry in reviewing the act, which reinforced the view current legislation is outdated. In 2017, Service NL launched public consultations and gathered feedback from a number of sources. Staff met with key stakeholder groups to discuss issues of importance and potential changes. Feedback was also gathered by email and online at government's EngageNL portal. Ninety submissions were received during that process. I want to acknowledge the contributions of the Newfoundland and Labrador Association of Realtors during this process. NLAR conducted its own meetings throughout the province and the feedback from these sessions was part of their submission to government. I'd like to thank Bill Stirling specifically and the entire NLAR for their tremendous support and focus on helping bring about improvements in their industry. Through our review of this act, as well as the feedback through the consultation processes, several areas were identified that merit significant amendments, as well as a need to clarify language to ensure it is modern and clear. Social Services Committee — Department of Justice, as I am sure all hon members know, provides legal services to government and is primarily responsible for the protection of citizens of the Province in respect of their persons and their property. Just a couple of days ago one of my colleagues asked me how can the Department of Justice provide legal advice to government when I am not even a lawyer. I explained to him that if were a lawyer I would not providing legal advice because the worse thing a lawyer can do, I think, is advise himself. I have to rely on the experts who are around me to provide that legal advice which more often than not is good solid advice, I am sure. So it is legal service to the government, protection of citizens to the Province. The objective is met by providing the police protection, of course, the prosecution of alleged offenders, the operation of the court and the correction systems of the Province, and the provision of services to victims of crime. Also, the drafting of legislation for the House of Assembly comes under this department, which is done by the Office of the Legislative Council which we also provide. During the past year we had a Select Committee of the House of Assembly which did some very valuable work for us where we have re-visited the policy of arming the Royal Newfoundland Constabulary. On behalf of the department I want to express appreciation to the Chairman of that Committee and the members of that Committee who did some excellent work and helped us in making the decision which has proven so far to be the right decision. We have not been getting any major complaints. We did get a few letters, probably not more than a dozen, I suppose, Deputy? WITNESS: (Inaudible). MR. Resource Committee — Department of Development and Rural Renewal is to attempt to foster economic development and rural renewal in each of twenty economic zones in the Province. The mandate is pursued through services and programs delivered within two business lines, namely: the promotional regional economic development focusing on the twenty economic zones; and, secondly, fostering development and growth of small- to medium-size business enterprises throughout the Province. Mr. Chairman, I think there are significant economic challenges that remain in the Province, especially in rural areas. It is clear, however, that over the past four years the efforts of the department and the efforts of government are seeing real results. The economy in the Province is growing and is becoming more diversified. Employment is increasing and unemployment is falling, albeit somewhat slowly; because, as everybody knows, when you increase the employment opportunities in an economy the participation rate of people goes up. Besides that, we still do have significant areas of the Province, a number of sectors in a number of areas of the Province, that are not moving in the way that we would like. I could name five or six of them this morning if I wanted to, but I don't believe that is necessary unless members want me to. I think it is also important for us to do away with another myth, and that is that all of the growth is confined to St. John's and the Avalon Peninsula. Statistics Canada - I ask you to note that it was Statistics Canada and not a government report - reported that 10,700 new jobs were created in Newfoundland and Labrador in 1999. That was a 5.5 per cent increase and yet, as I said to you before, our unemployment rate did not drop by that amount because of - I think it was a factor of close to a 3 per cent increase in the participation rate.
