The minister will have fifteen minutes for opening remarks and someone on this side, Jack or Bob, will have fifteen minutes to respond. I want to introduce to you the Committee members: the Vice-Chair, Mr. Jack Byrne; Robert French, the MHA for Conception Bay South; Gerald Smith, the MHA for Port au Port; and Anthony Sparrow, the MHA for Placentia & St. Mary's. We have one member who has not yet arrived but I understand he is in the building and will be along shortly. We will change up every ten minutes or so, if it is agreeable. Minister, I want to welcome here tonight, you and your staff, and you may begin by introducing your staff, then continue with your fifteen-minute statement if you so wish. MR. A. REID: On my right, Mr. Chairman, representing Newfoundland and Labrador Housing, is Clyde Granter, the new CEO, and Ed Heath is Vice-President of Finance. Sitting here on my left is Bob Noseworthy, the new Deputy Minister; Ramona Cole, the brand new Assistant Deputy Minister; Felix Croke, sitting behind me, is the Manager of Financial Operations; and John Moore is the Director of Local Government Policy. If you do not mind, Mr. Chairman, I am going to read my opening remarks and most of the remarks, I think, in the opening statement refer to my Municipal and Provincial Affairs Department, but I will be making some comments about Housing. And to be quite honest about it, if you would prefer, I would prefer to do Housing first and let them go, if the Committee is satisfied with that rather than - because I think most of the questions will probably come from Municipal Affairs, so why keep them around for two or three or four hours, the length of time we will be here tonight. — 30 April 19971997-04-30—

Government Services Committee — Department of Municipal and Provincial Affairs, and also the personnel from the Newfoundland and Labrador Housing Corporation. This morning we are meeting to conduct the review of the Estimates of both the department and the corporation as a separate entity, as is the norm. Normally, we allocate three hours for these meetings. If we need to go beyond that, of course, we would have to reschedule and reconvene at another time. We will follow the same rules that I have been observing for the last eight or nine years, and that are affirmed in Elizabeth's direction to me, in that we will ask the minister to lead off with a fifteen minute time allocation, followed by a fifteen minute allocation of time for the Vice-Chair or his designate to respond. After that we will alternate, if it is your agreement, to a ten minute speaking allocation of time. We will do that as often as we need to do it until the Committee is satisfied that they have attested the Estimates sufficiently and are prepared to vote on them. Having said that, we will move forward. Minister Langdon, probably you would like to introduce or have your staff introduce themselves. Public Accounts Committee — Department of Finance or to anybody to look at a lower interest rate for this type of loan? Given our new fiscal position in the Province, bond ratings and things like that, we should be at the absolute lowest possible rate for almost $2 million in debt you are carrying. MR. PIKE: While I cannot quote you the interest rate, I do know that it is low, because I remember when I did see it a year or so ago I would have liked to have had it for myself. MR. MITCHELMORE: Has a request been made to government for any type of debt relief, or are you looking at you get a $400,000 subsidy. Are you looking at seeing if that can go away anytime soon or are you going to be continuously reliant on the $400,000 of subsidy from the government, and are you looking for an increase? MR. PIKE: Just to answer your first question earlier. The debt at the end of 2011 was $1,889,000. At the end of the last fiscal year it was $1,884,000. It had gone down by $5,000. I think the positive thing there is that we have committed to ourselves to hold the line on that debt and we are successful in doing that. As for any formal requests, no; my understanding is that interest rate is extremely low and I do not know that there is much room for improvement on it. WITNESS: If I can add; yes, we have looked through what we have here and we believe it is around prime, the interest rate. MR. MITCHELMORE: Okay. I have some concerns then about the two snowmobiles that were purchased costing $22,469, financed over a three-year period at a rate 6.59 per cent interest, costing your corporation over $10,000 in interest. Wouldn't it have made sense to just carry the additional debt load? Would it have been cheaper to look at other financing means, because that is a higher interest rate? MR. PIKE: I think the snowmobiles in question were not purchased, I believe they were leased. Government Services Committee — Department of Government Services and there has not been an overall review of the mandate and the role. Since that time there have been major changes in terms of the responsibilities, in terms of delivering services, and in terms of how those services are delivered in the region. So the government has provided money this year so that we can do an overall review, go out and do consultations in the region in terms of the delivery of those services, find out which services are appropriate, which ones are not, look at the legislation and see which is a barrier and which one isn't, and what changes need to be made, and basically go through an overall process of streamlining and becoming more efficient in terms of delivery of services that Government Services is responsible for now. MR. LANGDON: Further with that, the review that you are talking about, that is being done internally by the department, the staff here, or is it done externally? MS WAKEHAM: We will be hiring a co-ordinator, a research assistant, and some secretarial support to do the review. Obviously, I will take responsibility for the overall management of it. It will be done internally, not by staff that we already have; we will be hiring somebody to actually do the work. It will not be done by a consultant. MR. LANGDON: I understand that, but you are hiring people other than what is at the department level to do it? MS WAKEHAM: Yes, I am. MR. LANGDON: The thing, I guess - MS WAKEHAM: I would like to further explain that. The people who are being hired are being hired for nine months. The report will be completed by the end of this year, December 31, 2005, so the review is basically for an eight month period. MR. LANGDON: Okay. At the end of the review, is it possible to have fewer people working than there are now? Is that a possibility? Within the Department of Government Services overall, is it possible, after the review is done, there will be fewer people working? MS WAK2013-05-04—
