The Act requires every employer with a payroll of $1 million or greate r to contribute at least 1 per cent of the payroll amount to work- force training; any shortfall is to be contributed to the Work- force Skills Development a nd Recognition Fund. The Fund is administered by a Committee composed of representatives o f labour unions, employers and government. The Committee may use the money in the fund to promote and support workforce skills development and related measures and initiatives. Le projet de loi édicte la Loi de 2008 sur la formation des travailleurs. Celle-ci oblige chaque employeur dont la masse salariale s’élève à 1 million de dollars ou plus à en consacrer au moins 1 pour cent à la formation de la main-d’oeuvre et, en cas d’affectation insuffisante, à vers er le complément au Fonds. Le Fonds est géré par un comité composé de représentants des syndicats, d’employeurs et du gouvernement. Le Comité peu t utiliser les sommes versées au F onds pour favoriser le dévelop- pement des compétences de la main-d’oeuvre et l’adoption de mesures et d’initiatives y afférentes et fournir un soutien à cette fin. The Bill gives the Lieutenant Governor in Council the authority to designate any area of land as a growth plan area and to estab- lish a growth plan for all or part of that area. The contents o f the plan are set out in section 6. The p erson is also required to ensure that children are offered admission in accordance with the policy and the policy and waiting list must be made available to the public. The Bill also prohibits persons from charging or accepting a fee or deposit before a child is admitted for child care. Le ministre est tenu de présenter le plan d’aménagement proposé au lieutenant-gouverneur en conseil aux fins d’approba tion au plus tard un an après que le projet de loi reçoit la sanction royale. Jusqu’à l’entrée en vigueur d’un plan d’aménagement pour la moraine d’Oak Ridges, tout aménagement dans la moraine doit tenir compte de la possibilité que les terres et l’eau affectées par l’aménagement constituent des zones d’intérêt naturel et scienti fique au sens de la définition de la Loi sur les terres protégées. Le ministre est tenu de dresser une liste des études ou documents qui ont été préparés par un ministère du gouvernement de l’O ntario et qui met à jour ou complète les renseignements recueillis sur la moraine d’Oak Ridges.
