Social Services Committee — Department of Health started one year prior to this fiscal year on a three-year planning cycle in its budgetary exercise, based on a commitment that government gave in the 1996-1997 fiscal Budget that Health would be given a flat line operational budget for a period of three years. It would be done so that it would enable the health care system to respond to the significant degree of restructuring that had taken place within the health care sector over the past two or three years prior to. This is the second year of the three-year planning cycle we are in. The only significant, I guess, caveat, that was placed within the three-year budget time frame, was that we live within it, but having said that, we had the latitude or the flexibility of adjusting the budget as would be necessary as we went through that three-year planning cycle, because, obviously, we were making significant changes in the system. I refer to an ongoing and greater emphasis in the area, for instance, of community health as opposed to institutional health care, and to some extent you will see that reflected in some of the changes in the line items in the budget as we go forward. Notwithstanding the commitment of a flat line budget last year, when all other departments were taking significant reductions, this year the health budget was again increased, not by a large amount vis--vis its total budget, but certainly in absolute dollars, there was a fair degree put back into health care or added to the operational side of the health care budget in addition to, of course, some things in the capital side of it and so, this year again, while all departments were taking reductions in expenditures, health care, because it is of such a significant priority for government and the people of the Province, received some additional funding for very specific areas that were announced in the Budget, and I will not get into repeating them. Of our budget, of the order of 65 to 68 per cent is in actual fact related to salaries, and that makes us subject to the collective bargaining process for the bulk of these individuals. Maybe it was a concerted effort across government rather than just the Department of Education, but it would seem to me that if broadband arrives in a community then their impacts for post-secondary education, for health and for business et cetera. That is why I am interested in the number of schools that do not have what we would call broadband access. Pardon my sort of ignorance on the technicalities, but I just MR. JACKMAN: I will repeat again, there will be no school that would not have access to MR. KIRBY: They would have some degree of connectivity? MR. JACKMAN: Yes, and it would be high speed. MR. KIRBY: Okay. I have some other questions. You have been hearing the same things I have been hearing, perhaps. I am just wondering, with respect to the teacher allocation formula this year, does the department expect there will be a reduction in the number of teachers or an adjustment in the number of teachers? MR. JACKMAN: We expect that there will. The finalized number we have not had yet but it is a trend that if we have a decrease in student population, well the teacher allocation method, as I have said in this House on several occasions, has changed. It has gone to a needs-based approach right now. We expect there will be some teachers lost, but it will be because of declining enrolment. MR. KIRBY: Those declining enrolments are occurring in rural, outport regions? MR. JACKMAN: The majority of them would be in rural. Anybody who knows the Northeast Avalon here, certainly it is not declining, but it will be across the Province. MR. KIRBY: Do you know if those are localized in particular regions? MR. JACKMAN: No, they are not. MR. KIRBY: How about grade levels? Do they impact particular grade levels more than others or are they MR. Social Services Committee — Department of Education, to give further detail to the Social Services Committee with respect to the budget items regarding education for the year 1998-1999. I understand, having been here before, that a brief introductory comment is usually appreciated. We have so much news this year that I would really like to have about an hour or so of your time, but I will try to shorten it and allow for more questions; noting as well, I am sure, that myself and Mr. Hodder, as the Opposition Education critic, will explore more of these matters in detail in subsequent Question Periods and things of that nature. There were two or three things. Before I go into them, I will just introduce the staff I have with me today. On my right is Mr. Wayne Green, who is the Deputy Minister. I think many people in this room would know Mr. Green from his many years in the public service, his many different involvements in many different departments. Most recently he has been the Deputy Minister of Government Services and Lands, before moving to Education early in the new year, and had prior service and experience in the Department of Education in a previous administration when there used to be two departments, one for K to XII and one for post-secondary. Mr. Green was in that particular department - I think it was career development and advanced education at the time - (inaudible). We also have Mr. Bob Young with us, who is our Assistant Deputy Minister for Finance and Administration. Many in the room would again know Mr. Young from some of his experiences - in the last few years in particular when he was with Treasury Board and actually, before he came to Education, had been the Director of Budgeting for the Province in the previous budget exercise we went through a year or so ago.
