A public contractor includes any body or entity that delivers programs or services on behalf of the Crown and that receives payment or financial assistance from the Crown or another entity, or is e m- powered by the Crown to collect fees for its services. La Loi sur le vérificateur général est modifiée pour autoriser le vérificateur général à effectuer des véri fications spéciales de contractants publics. Un contractant public s’entend notamment de toute organisation ou entité qui assure la prestation de pr o- grammes ou de services pour le compte de la Couronne et qui soit reçoit un paiement ou une aide financière de la Couronne ou d’une autre entité, soit est habilitée par la Couronne à recouvrer des droits pour les services qu’elle fournit. The local municipality is also required to prepare and submit to the Director, generally within two years and six months after the Bill is enacted, a pla n outlining how it proposes to comply with those amendments. The term “public sector” is broadly defined. Le projet de loi interdit à toute personne ou à tout organisme faisant partie du secteur public de refuser d’étudier une offre pour des travaux de construction ou de refuser de conclure un contrat pour la réalisation de tels travaux au seul motif que tou t ou partie de ces travaux seront réalisés, ou pourront l’être, à l’aide d’agrégats qui ne s ont pas nouvellement produits. Le terme «secteur public» est pris au sens large.
