The Bill amends the Marriage Act to allow marriage com- missioners to solemnize marriages under the authority of a li- cence. Marriage commissioners are appointed by a person o r body specified in regulations ma de by the Lieutenant Governo r in Council. Details are set out concerning the types of retirement savings plan that are permitted. When employees are hired, they auto- matically become members of the plan and are required to make contributions. However, employ ees may opt out of the plan at any time. The terms of the pl an may provide for periodic in- creases in a plan member’s annual contribution rate up to a specified maximum rate or amount. Carriers who remove waste from sites where in- dustrial, commercial or institutional activities are carried on are required to ensure that accurate records are kept of the amount of recyclable waste, defined as gl ass, metal, pape r, plastic, tex- tiles and any other prescribed materials, and unsorted waste that they remove from such sites and of the amount of recyclable waste and non-recyclable waste th at they remove and deliver to waste disposal sites. They are also required to ensure that this information is submitted to the Minister of the Environment on a quarterly basis. Similar re quirements are imposed on persons who own or operate waste disposal sites. Offences are create d for failure to comply with the provisions relating to the keeping of records and submitting of information, as well as for keeping or submitting false or misleading information. The Minister o f the Environment is to be responsible for auditing and verifying the accuracy of the records kept and the information submitte d to it.
