If another person pays the expenses on behalf of the tax payer, that other person is entitle d to the tax credit. The prohibition does not affect communications delivered di- rectly and exclusively to a private residence if the residence is not open to the public. It is an of fence to contravene or to fail to comply with the prohibition. The Council is r e- quired to submit a plan to the Minister within one year with respect to matters related to mental health and ad dictions set out in subsections 3 (2) and (3) of the Bill. The Council is also e m- powered to make recommendations to the government with respect to improving mental health and addictions services in Ontario.
